POSITION:
New Mexico Political Director

RESPONSIBLE TO:
Vice President of Public Affairs

SUMMARY:
Under the supervision of the VP of Public Affairs who is based in Denver, CO, the Director of Public Affairs (New Mexico) will develop, implement, and manage a statewide public policy plan; robust outreach strategy; and through the 501c4 organization, electoral program. The Director of Public Affairs will lead a team of 4-6 staff members, planning and coordinating strategic outreach and political efforts to advance legislative and electoral campaign objectives. The Director of Public Affairs will also be responsible for development and execution of public affairs events including legislative conferences, lobby days, fundraisers, and candidate workshops in New Mexico. The Director of Public Affairs will lead the Public Affairs team developing plans, defining targets, and identifying resources needed for the success of PPRM’s public policy agenda. This position will oversee all Public Affairs staff and activists in the state of New Mexico, and will maintain responsibility for a medium sized outreach and public affairs budget of nearly $1 million. This position is fully responsible for the integration of racial equity and strong relationships with diverse coalition partners into all of Planned Parenthood of the Rocky Mountains’ (PPRM) Public Affairs work. The Public Affairs Manager is a full-time, salaried, exempt position.

QUALIFICATIONS

An excellent candidate for this position exhibits a deep commitment to reproductive and sexual health care and PPRM’s overall mission.

Demonstrated experience in campaign organizing skills, public policy, and successful work with elected officials is required.
Minimum five years of relevant experience demonstrating excellent strategic, analytical, and persuasive communication skills.
Public speaking experience or willingness to accept critical spokesperson training necessary.
Must demonstrate positive experiences supervising staff and developing leaders, especially from remote locations.
Previous demonstrated experience managing a budget, including working with diverse types of funders.
Ability to set and meet deadlines.
Demonstrated knowledge of legislative, regulatory, and electoral processes.
Excellent computer skills including database management and Microsoft Office programs required.
Patience and sophistication working in a fast-paced external environment while negotiating bureaucratic and necessary realities of an effective and large $50 million, 4-state powerhouse.

ESSENTIAL FUNCTIONS

Serves as a member of PPRM’s Public Affairs team; responsible for developing and implementing activities to be included in PPRM’s Public Affairs Strategic Plan. Assists in the preparation and monitoring of the Public Affairs budget.

Creates and oversees a budget of approximately $900,000.
Develops political and policy plan for increasing public affairs capacity throughout New Mexico.
Develops measures of success for the political and policy plan, providing regular progress and outcome reports to Public Affairs team, Board members, and other identified groups.
Directs and oversees staff. Supervise field organizing staff in identifying and recruiting members, activists, and volunteers; managing phone banking, canvassing, and community events; educating and preparing grassroots activists for legislative and/or electoral activities; and other activities related to grassroots development and mobilization.
Oversees the development, enhancement, and maintenance of distinct supporters for both the 501(c)(3) and 501(c)(4) organizations. Recommends appropriate grassroots activities for each organization.
Identifies opportunities for coalition building and participate in coalitions and partnerships to further the public policy goals of PPRM. Skillfully manages the important balance between advancing coalition goals while maintaining PPRM’s vision.
Develops, organizes, and implements lobby days, advocacy events, and other opportunities for recruiting and demonstrating grassroots support.
Coordinates regularly with Public Affairs team in developing legislative strategy and activities at the grassroots level to advance PPRM’s public policy agenda. Works closely with lobbying team in New Mexico to create and implement an effective legislative agenda.
Coordinates with the Communications and Media team to ensure PPRM’s messaging is consistent to all media outlets, acting as a trusted spokesperson amplifying Planned Parenthood’s voice.
Coordinates with the Legislative and Political Director to identify key legislative and electoral targets and develops and implements strategic grassroots activities to advance PPRM’s objectives in these areas.
Participates in the development of issue briefings, materials, and other resources to prepare staff and volunteers when visiting legislators and other key decision-makers.
Provides personnel management, development, and supervision for all field staff in New Mexico including; hiring, defining job objectives and skill set requirements, training, performance reviews, and discipline as necessary.
Assists the VP of Public Affairs with other related activities and duties as assigned
Participates in abortion services (participation can include referrals, information, education, counseling, performing, scheduling, etc.)
