* Assists in the strategic planning process for applications development.

* Assists with research, review and evaluation of new software solutions, making recommendations to management as to the potential value.

* Maintains vendor relationships.

* Direct technical and business analysis and programming efforts for the PHS enterprise.

* Provide team leadership and administration to include performance reviews and departmental budgets.

* Monitor project work plans to ensure projected timelines, resources, and budgets are on schedule within budget.

* Provides expert software engineering and business systems support by diagnosing and resolving complex problems and by mentoring and coaching other staff.

* Provide IS communications to the appropriate business representatives.

* Creates and monitors service level agreements for production systems in order to meet IS standards and customer needs.

* Define project leadership accountabilities involving clinical, administrative, or financial management systems.

* Provides expert support of complex business systems projects as well as plan, estimate work efforts, and schedule them. May organize and coordinate team activities, assign tasks, monitor progress, and evaluate results.

* Performs other functions as required.

Bachelor's degree in Computer Science or a related field or equivalent experience. Eight or more years experience in managed care software engineering
